The juggernaut was never given a death sequence, so it just freezes when it dies. It was removed late in the development of the game due to being thought to be too powerful. It is not yet know what it is a flood form of yet, my guess is that it's a compilation of flood soilders. It is not a flood hunter, that's impossible as the hunters are made up of worms.
